Rep. Jerry Moran, R-Kan., courted support from Salina residents on a Nov. 13 stop to Kansas Wesleyan University.

He talked about the need for coal-fired electricity in Kansas, as well as the need to overhaul the No Child Left Behind Act. In regards to coal-fired energy generation, Moran said that coal is "An important component to meeting Kansas' energy need."

Sunflower Electric, which is based in Hays, has been working to revamp the struggling economy of western Kansas. However, opponents of coal-fired energy claimed victory when Roderick Bremby, secretary of the Kansas Dept. of Health and Environment, denied the Hays-based plant an air quality permit for the expansion coal-fired energy production plant to SW Kansas.

Moran, being a strong advocate of reducing energy depended on oil, was disturbed by the setback. "We can't take all of the options off the table and solve the energy problem," he said.

In addition to energy concerns, Moran also addressed the No Child Left Behind Act. The act, which is laden in criticism from both sides of the isle, has garnered a great deal of attention from Kansans.

One western Kansas citizen, in commenting on the law, was quoted saying, "If you want a cow to grow, you don't just weigh it." The comment was in reference to the aim of the law that emphasizes testing core subject areas to ensure 100 percent competency by 2014.

Moran's website affirms his call to reform the act by stating, "Unfortunately,
the job satisfaction that brought so many teachers into the profession seems to have left the classroom due to the burdens of No Child Left Behind."

Moran has emerged as a front-runner in the effort to reform the law, being as he was part of only 41 lawmakers of 430 in the house to vote against the law in 2001.
